use the fdisk command and delete all partitions, make sure to check for ntfs or non dos partitions, then create a primary dos partition and any other you wish to have and format C. You should be able to install. If not and you have a disk that came with a hard drive like the one my seagate came with, zero the hard drive then partition and format.
There are some free, try at your own risk utlities that zero write a partition. I have not tried any on the link below but active killdisk looks like what you would need.

Again, I would only use this if the fdisk operation did not work.
