Question Continuous CPU Usage (25%) If Account Is Limited

Hello,

In a nutshell, this is my problem: even without doing anything on the computer, the Task Manager reports 25% (plus-minus) CPU steady usage, when I make the user accounts 'Limited' (If I give the account 'Administrator' privileges, the CPU activity becomes very small, but never zero). Somehow, this appears to be related to the wireless Mini PCI adapter in the computer (laptop), as follows:

A. Limited Account
1. With the wireless function turned on: 25% CPU usage (see attached)
2. With the wireless function turned off: 10% CPU usage

B. Administrator Account
1. With the wireless function turned on: 5% CPU usage
2. With the wireless function turned off: 2% CPU usage

C. With the wireless adapter physically removed from the computer, for both Limited and Administrator accounts: 1% CPU usage (but never 0%).

The most annoying thing is that, if mobile, the laptop's battery drains significantly faster if a 'Limited' account is used (which is recommended for security purposes, isn't it?).

My computer is a Dell Inspiron 600m, 1.7 GHz Centrino CPU, 512 MB RAM, Intel PRO/Wireless LAN 2100 3A Mini PCI Adapter, controlled by Intel PROSet software, version 7.1.4.7 (the latest), using WPA2 encryption (63 character encryption key). The Windows wireless configuration tool is disabled (since I use Intel PROSet). There are 53 processes running, using up 316 MB of RAM (there used to be more, but I disabled the unnecessary ones in Msconfig).
