I had the same error message with my ATI Rage 128 Pro video card install onto Windows 2000. I tried every driver under the sun before I came across one that installed. Turns out the card originally came from a Dell Dimension 4100 and even though I wasn't installing it into a Dell computer, the only driver that ended up working was the corresponding driver downloaded from the Dell support website:
