"I recently reinstalled Win 98 SE" did you use a MS cd or a recovery cd ?
IF MS cd did you install all of the mother board drivers ?
IF you go into Control Panel/System/Device Manager- are there any yellow flags?
Do you have the install CD for your new modem ?
