I had similar problem. My "system restore" tab was there allright, but I couldn't enable the service. Turned out that the SRService key in hklm\system\CurrentControlSet\Services was DELETED.
Had to reinstall the system restore.
Rightclick the "C:\WINDOWS\inf\sr.inf" (or where ever your windows are installed) select "install" and skip all the files that you are promped. This will fix your registry regarding System restore.
