My solution
I had the same problem and the cause was the Microsoft wireless keyboard and mouse. It has to do with HID(Human Interface Device) which is active when the keyboard/mouse receiver(in my case a Microsoft Wireless Receiver version 3.0) is connected via a USB port. To solve the problem I connected the receiver using the ps/2 connectors supplied(need small adaptor for mouse2ps2). Screensaver now works as does the wireless keyboard/mouse.
I would not be suprised if the same problem exists with Windows Vista.
