You might try going to the 'Run' dialog and typing 'services.msc'. Go through the list (or leave it running in the background) and see if, when everything freezes, if there's a service that is 'starting'. Chances are when it's freezing a service is trying to start again (it's not getting started successfully at any time which is why your resources are pegging and everything freezes). If you find one, that's doing that, try changing it to 'Manual' or 'Disable' by right-clicking. That should help clear up the freezing.
I'm running Windows XP Pro, so I don't know if it will have the same effect on Home, but it's worth a shot, right?
