Is this PC worth upgrading?

A friend of mine asked me about upgrading his PC. From what he told me about it, I figured for around $250-$300 we could probably get him a decent processor, a GB of RAM, and a larger hard drive in there no problem. Then he sent me the specs of the machine. Now I'm not so sure. It's only got a 100Mhz FSB? It's a Compaq Presario. Here is an exact copy of the specs he sent me:

So is it even worth it to upgrade this machine? Or is it not really going to help? Is it true what it says that it's only upgradeable to 512MB of RAM? If that's true, and it really is only a 100Mhz FSB, then it doesn't seem worth it to me, but I was curious about your opinons.
