Question Outlook Express Thinks It's Offline

My system runs Windows XP Home SP2 with Internet Explorer 7 and Outlook Express 6.

My Internet connection is Cable Broadband (Motorola SurfBoard 4200 Modem) through a wired router (DI Link DI-604).

I have only one PC on the router, as I use the router as a hardware firewall, in addition to my software firewall.

OE is set up for both IMAP and POP3 accounts.

When I open OE 6, a box opens with the heading, "your internet connnection appears offline," or "would you like to go offline?"

Inside the box, it says, "No connection to the Internet is currently available. To view Internet content that has been saved on your computer, click Work Offline."

Then it shows 2 buttons, "Work Offline," or "Try Again."

When I click on, "Try Again," the internet access works.

The problem with this is that I get this message even when my Internet connection is online and working properly, which is all the time, as my modem and router are always online.

I know this because at the same time, I am able to access web pages online through IE 7, with no problems.

Under Tools/Options/Connection tab, OE is set to share IE connection settings.

Internet properties are set to "Never dial and internet connection."

In IE, I also tried "Diagnose Connection Problems." I get back the message, "Windows did not detect any problems with your Internet Connection." When I click on, "View diagnosic log," it shows:

HTTP: successfully connected to www.microsoft.com
FTP (Passive): successfully connected to ftp.microsoft.com
HTTPS: successfully connected to www.microsoft.com

I've also tried access with both checking and unchecking, IE > Tools > Internet Options > Connections > LAN Settings > "Automatically detect settings." In both situations, I still get this error message from OE.

When I click on the OE "Try Again" button, I'm able to accesss my email. This extra step is just very annoying.

How can I fix this problem? Any help would be appreciated.
