download CDgone to your desktop. You will need winrar to extract the files, when you have done that double click on the folder and a window opens with 3 files.

basically you right click on cd gone and then left click on merge ( vista asks if you want to go on, so yes you do )
when that task finishes right click on edit reg and left click on merge ( give permission to continue ) and thats it error 19 should have gone and the drives should work again.
I have to say this was the easiest cure I could find.
finally, may need to reboot the machine for the changes to take effect.
