I can tell you it's not a Windows file (ie not part of Windows 98), so it either belongs to a third-party application or something nasty is still lurking around on your system.

Can't say more than that I'm afraid since Google search has never heard of it, unless you mis-spelled it.

Time to wipe the disk and re-install Windows from scratch I would say, then install a reliable (and in most cases this means "not free") firewall and antivirus security suite from day one instead of letting bad stuff in then trying to shift it when the damage has been done.
