Question Video Controller (VGA Compatible) problems - help??

I recently lost my system due to a Windows error. A computer friend of mine reinstalled Windows XP from my recovery disks, but since then we've had problems with scrolling smoothly. It's jumping and seems almost like a ripple whenever I scroll (doesn't matter if I use the mouse, the scroll bar on the side or arrows on the keyboard. It also doesn't matter if it's just in my internet browser or another program. It does it all over. Some of my downloaded games also tell me that my video card doesn't support "hardware acceleration".

As far as my browser(s) go: I have already checked that the box is checkmarked for "smooth scrolling" and I have even tried other browsers. All to no avail.

Windows tells me I need no new updates.

My computer is an eMachines system that I bought in Fall 2005 and I've already been to their website to DL their drivers (dl'd and attempted install for all they had) but when I go to the device manager it tells me they've already been installed. I still tend to think it's a driver problem, but I don't know enough about how to pinpoint exactly where the problems are.

The system information I'm able to find (so far, if you need any further info I'll need help on how to find it on my system):

eMachines T3104
AMD Sempron Processor
3100+
1.8 GHz 192MB of Ram

I'm running Windows XP Home edition 2002, service pack 2

My monitor is an Acer flat-screen AL1714. It came with a disk, but there are no drivers to install from that.

The ? marks I'm getting in device manager are for:
CIF Single Chip
Video Controller (VGA Compatible)

I don't want to have to spend another $100 for my computer guy to fix it when it's probably something I can find myself if I'm pointed in the right direction by you good people.
