'This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator'

I get this message when I click on 'Internet Options' on 'Internet Explorer'. I have 'Windows XP Home Edition'. I am still able to access this via the control panel.

I've been trying for days to sort this problem out. Can anybody put me out of my misery?

I'm logged in as administrator.
