This happened to me and I fixed it twice
This same thing happened to me and after I had turned off "system Restore" too. So, as you can see, I had to learn how to fix this. Anyway, it turns out that I had disabled "something" in services, (that is services.msc). I still don't know what kit was specifically, but what I did was get a program called XP Smoker Pro and went to "Tweaks" then went to "Services" and clicked on the "Default" button which basically reset all of the windows serices back to their default state. After this, I rebooted and there they were, I expeimented again by turning off some services and again they were gone...I repeated the fix and they came back. try this to see iof it works.
