I spent a lot of time on this one also and this worked for me.
First, I had to uninstall Windows SP2 under Add/Remove Programs under Control Panel. I already had downloaded SP2 and IE6setup.exe before I uninstalled SP2. Then, I ran all the disks that came with my computer(Dell 2400). I ran those in repair mode from the Install Menu. Then, go to Controll Panel, Add/Remove Programs, Add/Remove Windows Components and uncheck Internet Explorer and Outlook Express and let it run. Then go into the registry and change IE IsInstalled and OE IsInstalled to "0" like microsoft says to do. Then, reboot your computer and turn the slave drive off if you have one. Now, go to where you stored "IE6setup.exe"(It should be in a folder named "Windows Update Setup Files" which you created directly under the root disk(C:/ for example). Make sure your internet connection is on. Now click on IE6setup.exe and the Eula should come up and follow the directions to install IE6 and OE6. Reboot the computer after finished and it will tell you that IE and OE have been removed from your computer and do you want clean up. Type yes, twice of course. Then go back to your SP2 file you downloaded earlier and reinstall SP2 and then IE7 if you want that. Then go to windows update and it will run automatically and reinstall the updates that you lost when you uninstalled SP2. Then do a system restore point for safety. That worked for me anywhay.
