Something else to try...

The three lines above didn't fix my problem, as the last line failed. After replacing the netman.dll file, nothing changed. In looking all over the computer, I eventually got an error that mentioned the wzcsapi.dll file. Replacing that file in the system32 folder fixed the machine on which I was having the problem.

I have my doubts that this is a solution that will help a lot of people. It seems that there are any number of files that can get damaged or deleted and cause the empty network connections problem. But it fixed my problem, so I figured I should share it in case it might help someone else.
