maybe it the agp slot ?!

also, i have a lot stuuff that i dont want to guy at the lab see , can i do something about that ?

Thanks for a well written post, plenty of info, it does sound weird, you've done the best thing by swap testing your graphics card with a new one.
It could be your monitor, what I would try is, changing the refresh rate, so something lower, if no difference, try something higher.

Also unplug the VGA cable out the back of your PC, leave it a few seconds, then plug back in, see if this does anything.
