It works
Holy smokes it all worked the way it was supposed to...
I used the copy drive feature of Norton Ghost 9.0/Windows XP Pro SP2 and:
1) Made sure the new HDD had no drive letter associated with it
2) Chose "none" in Ghost when asked to select the drive letter assignment for the destination drive
3) Shut down, installed new drive internally, made sure no other memory devices or drives were attached
4) Rebooted
5) Rebooted again immediately after new drive was installed according to "reboot now" window alert.
