Click Start-Run and type:

regsvr32 /i shimgvw.dll
regsvr32 /i shell32.dll

See if the problem is resolved. If not, proceed further:

Is Active Desktop Wallpaper set? If so you can remove from the registry (for
stand-alone systems).

Create a System Restore point, or take a valid registry backup.

Open Regedit.exe and navigate to these locations one by one:

HKEY_CURRENT_USER\Software\Mic...
HKEY_CURRENT_USER\Software\Pol... Panel\Desktop
HKEY_LOCAL_MACHINE\Software\Mi...
HKEY_LOCAL_MACHINE\Software\Po... Panel\Desktop

In the right-pane, delete the following values if they exist:

1. Wallpaper
2. WallpaperStyle

Close Regedit.exe and re-login.

I've ran

but the problem persists, I still cannot see the picture on the desktop and when I go to properties, I cannot scroll or browse...

I restarted the computer and the problem persists, I can see the image when the system boots up, but once the desktop icons appear, the screen turns blue. I still cannot see the picture on the desktop and when I go to properties, I cannot scroll or browse...

On 2 separate occasions (a couple weeks apart) the computer shut down on its own and displayed a message stating it experienced an error and Windows shut down to prevent damage to the computer. If its the first time you received this message, restart the computer, etc...

well, i restarted the first time, (the desktop problem began, but the computer worked fine) but now since its happened again, I'm concerned there is a more serious problem. The computer also seems to be working slower than usual.

I ran the Dell Diagnostic (Express Test) and gave me the following error:

Error Code 2F00:B1C
Mesg: Memory Data data bus stress test failure

It passed all other tests.

Please HELP!!!!!
