If it's an "always on" connection there will be nothing to copy across from the other PC. Only a dial-up connection has settings on the computer which can be transferred to another one.

If you are connecting the modem to the PC by means of a USB cable, you need to install a USB driver specific to that modem (should be supplied with it. If not, check the modem maker's website, or ask your cable-provider if it was them who supplied it.

If it's connected by CAT5/6 ethernet cable it's the network card that needs a driver but this is usually supplied built-in to Windows. Check Device Manager for any unusual symbols like a question mark or exclamation mark. usually means the driver is either the wrong one or Windows doesn't have one. The Network card may also have failed which wouldn't necessarily flag up any errors in Device Manager because Windows is dumb, if the driver's okay Windows assumes that "this device is working properly" even when it may be dead.
