My understanding was that DX10 was backwards compatible with all the others. I read that although it may not do anything for you, it won't hinder the regular operations of DX9 and before.

Yes, the .Net Framework drivers have been installed.
Is it possible that there are some deep issues in the computer and the only fix would be to reformat? Or is the issue most likely the graphics card itself?
