I think something must have re-set when they changed the power. But that doesn't explain the sound. You need to go into the BIOS and enable the USB Controller and the Audio, all commands are done using the keyboard, arrows keys to select - here's how - print them off
As soon as comp boots press the <Del> this screen opens - click image to focus

USB Controller should show [Enabled]
AC'97 Audio should show [Auto]
if they don't use arrow key to highlight and use the + key to change
when set correct press the F10 key to Save & Exit
y to accept changes
