To answer the first part....

You imply ActiveX has only internet applications.
I said "ActiveX is a component that can be used by your browser. Not explicitly for the internet. I corrected you is all.
Nobody mentioned browsing the net, only. Though to answer your question:

I can browse a cd-rom, I can browse a photo album on my phone, I can browse my PC's file system. All done via my "browser". No internet connection required.
