Check in Device Manager to see if your sound card is being detected or has any yellow ! next to it.

If it isn't in there, then check BIOS to see if it's in there, enable it and then load back in to windows (If it's disabled of course)

If it that doesn't work, format the PC again.

If this fails, you could have a faulty Sound card (if on board) or mainboard.

If it's PCi, then put it in to another Pci slot, if that fails, then it's your card.
