OK I had the same problem and managed to resolve it... CHAKY almost helped me out... This is what he stated:

"I had similar problem. My "system restore" tab was there allright, but I couldn't enable the service. Turned out that the SRService key in hklm\system\CurrentControlSet\Services was DELETED.
Had to reinstall the system restore.
Rightclick the "C:\WINDOWS\inf\sr.inf" (or where ever your windows are installed) select "install" and skip all the files that you are promped. This will fix your registry regarding System restore."

Now it turns out YOU SHOULDN'T SKIP THE PROMPTS... It will prompt you twice for 2 files it can't find, search for them, and direct the installer towards them... one is "sr.sys" file located in C:\WINDOWS\ServicePackFiles\i386 and the other is "srframe.mmf" located in C:\WINDOWS\system32\Restore
Then you're prompted to restart pc, after that again check MyComputer right mouse button properties, and voila, there's the tab, and system restore is on.
