"Uncheck lock web items on desktop"
Make sure the lock web items on desktop is unchecked or it wont matter what you do, you wont be able to make the background translucent. right click on the desktop and choose arrange icons by> then scroll down to> lock web items on desktop and make sure it's unchecked.
