A few posts were really really close, they even had the correct dialoge box open, but didn't quit have the last step...
Right click My Computer, click Properties
Select Advanced tab
Under Performance, click Settings
Under Visual Effects tab, choose cutom
Make sure "User drop shadows for icon labels on the desktop" is checked
Click Apply
And thats that. Enjoy the sleek visuals of clear icon text backgrounds
