If all these suggestions for someone didn’t help then there is one more thing. Make sure the registry key looks like this:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
"Userinit"="C:\\WINDOWS\\system32\\userinit.ex e

Not for example c:\windows\system32\sdra64.exe (Trojan)

After changing the reg key (and removing all the s**t from PC) Explorer.exe loaded at startup with no problems.
