Computer shuts down/cpu fan stopps spinning

Hello to all.

I have a problem.

My PC shuts down at random intervals, from 1 second to 10 seconds. Also, my cpu fan sometimes will not start spinning until 3-5 seconds after i push the power button; sometimes it tries to spin but it cannot.

I have just gotten a new power supply because my other one died. I have purchased another power supply while i was waiting for the replacement and it worked fine until i put the new one Sigma sent me.

So I am trying to figure out what the problem is. I am not sure if it is the power supply or the fan. I returned the power supply that I temporarily had, so I cannot try to test it.
