Set rule as:
'Where the To line contains people' (insert his name) - then either
Flag,
Highlight with colour (or both) - whilst not exactly what your boss wants - it will ensure message/s sufficiently stand out, for him to prioritise.
You can choose to automatically download to another folder or not - depending on how busy the daily mailbox is.
