I am having the same issue as the original poster after cleaning the registry with CCleaner on my GF's computer it seems to have removed a number of registry entries unfortunately I originally did not realize this and thought it was only the explorer entry that was deleted but after fixing that issue i found that the userinit value was also deleted and that is what was causing me to be unable to access windows through any user account. Also it appears windows no longer gives access to the downloadable ERD Commander trial but i was able to find a copy at this link:

Good luck and I hope this helps anyone with this problem...Learn from my mistake always back up your registry before cleaning. If I had i could have just fixed it from the back up before manually correcting the explorer issue and saved my self a ton of time and frustration.

As we all know there is absolutely no way you can edit the windows registry without being logged in. Any attempt accessing the hard disk outside Windows (such us the repair function of the winXP install CD that leads to a lame prompt, or any other boot disk that does not recognize NTFS partitions) is no help.
But with ERD Commander I was able to create a boot CD that worked perfectly. The CD leads you to a windows-like interface and from there you can edit your registry by just running regedit as you would normally in your system. Then if you have the specific problem you could change the values mentioned here:

ERD Commander is the finest way to edit the registry without using Windows!
