I may have stumbled upon a fix for our problem. I was messing around with AutoRuns ( http://technet.microsoft.com/en-us/sysinte...s/bb963902.aspx ) disabling services in an attempt to boot quicker and I came across a service that when disabled at start up enabled the installer to work perfectly.

AutoRuns Location: Services Tab
Registry Location: HKLM\System\CurrentControlSet\Services

Autoruns Entry: IDriverT
Description: Provides support for the Running Object Table for InstallShield Drivers
Publisher: (Not verified) Macrovision Corporation
