By disabling, then re-enabling System Restore you will delete all of your Restore Points. You can also delete specific restore points. They are located in a folder called System Volume Information, it is a hidden folder on the root of the drive. The Restore Points are in a folder called_restore(38hh3865d8d). You will see RP numbers . RP1 to RP45 or whatever. Each RP folder is a restore point.
