I have a HP with XP installed and a Lucent modem. My internet service provider had me reinstall the modem a few weeks ago like this:

First log off the internet and close all programs associated with the internet. (On your keyboard, hit ctrl, alt, and del keys, to open the Task Manager. If any programs are running-End Task).

Go to Start>Control Panel and open the Phone and Modem Options folder.

Hit the modems tab. Next hit REMOVE. Follow the prompts.
After it uninstalls, hit ADD. The Add New Hardware wizard will open. Let it detect the modem for you.

Hit Next. A little dialog box will open with the Lucent modem - click on that and it installs.

I take it that NetSurf is you ISP? You should call them, since that is comming up as the problem.
