Help on Windows XP 'Help and Support'...

A friend has just bought a PC and I was trying to show him just how helpful the Help function can be before resorting to 'other' methods of support..
Anyway, if he selects Help and Support from the Start bar and then type a word in - say 'icon' for example, then suggested topics appear. If you select one then the topic appears on the right hand side. Everything OK so far. But, lots of these items have links in them in blue to take you to the function being described (eg, select 'change the look of Windows elements') for example Display. When you click on this link it should open up the Display Properties window but it doesn't. Instead, in the Help window, a little further down is a little 'post-it' symbol with 'Notes' next to it; when he pushes the link another post-it appears and the word 'Notes' moves along. Repeating just adds more post-its.
Any idea how to get the links to work?
