Question Why do secondary accounts not have access to all programs?

I hope I'm able to explain this properly.

I'm on a secondary XP account without adminstrative access (b/c my roommate is very particular with his computer).

Why are certain programs only available to the administrator? The programs I'm talking about are various music player programs, photo programs, mp3 player program, various games, etc....

The only way I can use these programs on my secondary account is if my "ADMINISTRATOR" pulls up the program up using "RUN AS" and types in his password to open the program.

My roommate is willing to give me access to these programs all the time, but how do we do it?!?!?
