Exclamation Windows XP will not shut off computer

Whe I go to "Turn Off" computer using Windows XP Home it does not turn my computer off.. it just reboots.. I have to shut it down manually. Some trouble shooting solutions were to go to "Power Options" in Control Panel and click on the APM Tab to emable AMP.... I have no AMP tab. I went in to my BIOS and noted that ACPI function was already enabled..... Anyone have any sugestions? Thanks all.....
