I don't know if this is your problem or not but I put together a new computer and when I tried shutting down it would reboot instead. I went to numerous forums and tried a lot of things that didn't work. One suggestion was to change my power supply which I did; I put in a 400 watt Antec and my shutdown problem was solved.
