Give this a go ...

Totally uninstall all the drivers for the Video Card.

Search your system for any other Video Card type files and uninstall / delete them.

Reboot the PC.

Cancel all the prompts to install drivers for the Video Card.

Install the Video Card drivers from the downloaded file.
