are you using a router,hub, or crossover cable to connect the two computers? just off the top of my head, if they can share files then it is probably a firewall issue.
try going to start, run, type
services.msc
look for internet connection firewall, right click it, select properties and set the startup type as disabled, also if you have updated you may have the ipv6 firewall listed, disable it too. reboot and try the connections again.
if you use aol, msn or any service that requires a install cd install the service on the other computer. aol broadband will not share unless you have it installed on both, aol dial up will not network at all.
