From the solution from your ISP it would appear that they issue dynamic IP addressing opposed to static IP addressing. This being the case if you follow their instructions you can change your IP address.
The reason your IP has stayed the same for so long, I would assume, is that you have the cable modem switched on constantly,this then renews the IP address at the DHCP lease renewal time.
To sum up how this works if the IP address assigned to you, is being used by you, when it comes time renew the lease you keep the same IP, if on the other hand the IP address is not being used by you it drops the lease.
So if you have a look at the "Local Area Connection Status" and click on the "details" button you will get details of the lease. If your ISP grant a lease for 2 days for example then at 50% of that time it will query the IP address and if being used grant another lease for the lease period,
So if the cable modem is switched off during that period it will release the lease and the next time you switch on should be issued with an new IP address.
