First off you can try installing more Ram. It wont hurt to kick 50 on a little boost.

It seems as if some process is using up your CPU. The only way to find out is to inspect you processes and find out if you need most of them running. Find out what each is for and if its vital to your pc and you.

Press control+alt+del to view your processes
Then Start->Run-> type "msconfig" to edit what process you want to disable, be extremly careful, make sure you know what they are before you start clicking away
