If you have XP Home Edition, you have to boot into Safe Mode to access the features you need.

To boot into Safe Mode, repeatedly press the F8 button during the boot process. If you hit it at exactly the right time (on fast computers, the window of opportunity is quite brief) you will get a boot menu. Choose Safe Mode.

Once in Safe Mode in your account, make the security changes you want, then reboot.
