Boot your computer in safe mode and delete the file/folder ect.. It should work in safe mode
To boot in safe mode
1. Go to start and click run
type "msconfig" hit enter
2. click tab BOOT.INI check /SAFEBOOT
To go back to normal Booting do the same and uncheck /SAFEBOOT
