Yes, there is...and I disabled it as soon as I found out what a pain the Security Center is.
Control Panel>Administrative Tools>Services. Scroll down to and double click on Security Center.
Select Disabled in the drop-down list for Startup Type. Click the Stop button to turn the Security Center off without having to reboot. That should do it.
