When you used fdisk, did you Enable Large drive support?

213,454,848,Bytes ÷ 1024 = 208452,Kb

208452,Kb ÷ 1024 = 203,56640625,Mb

203,56640625,Mb ÷ 1024 = 0,1987953186Gb

This is only 203·56Mb, so it looks like something has gone wrong.

What is the Decimal size (Full size) of your drive?

You'll need 4·0Gb for Windows ME (4096Mb)

Is that 2,81600 figure correct, or is it 2,816,000 Bytes, or is it 2816Mb (2·75Gb) ?

A 10Gb drive is 10,000,000,000 bytes, but you have to divide by 1024 three times to get the usable binary size, which is 9·31Gb

A 6·9% "loss".
