No, it isn't legal. The copies of SP1 that you are referring to on Windowsxpforums.com are Internal builds.
Even some links posted at Windowsxp.nu are not legal. The only legal links at Bink's site are the ones you mentioned that expire in 180 days. And why get that, if the final release is coming so soon?
Even the builds compiled today are internal. build 1106 was compiled today.
The golden build will be close to 1110. It should be availalbe from Windowsupdate sometime next week.
