Computer won't boot, \windows\system32\config\system

Hi
I turned my computer on this morning and instead of loading up it said
"Windows could not start because the following file is missing or corrupt
\windows\system32\config\system

You can attempt to repair this file be starting windows setup using origional setup CD-ROM.
Select 'r' at the first screen to start repair."

The problem is, I don't have a setup CD-ROM, the computer is a packard bell, and as such all the installation stuff was allready on the computer. I have tried using the recovery CD, but that doesn't work.

The other problem is, any key I press seems to re-boot the computer, only bringing it back to that message.

Please help me!!
