Photoshop CS
I'd use Photoshop CS, but if you're running a decent Unix computer with X11, try GIMP. Pretty good and FREE.
Photoshop could do that... I could do that if I had Photoshop. I've removed people from photos before on my school computers.
I strongly suggest Photoshop CS.
