The only time i have ever had this happen to me was on an old laptop that was getting too hot when installing XP.
When i got the 'setup cannot copy' message i kept on ejecting the disk, reinserting it and trying again. If you skip any files at all your installation probably won't work.
Also... Clean your disk with washing liquid. Dry it thoroughly and place it in the
freezer for 15 minuites. Take it out, let it defrost thoroughly and try installing again
